FIELD: image encoding.
SUBSTANCE: invention is related to a device and a method for multi-level coding of a sequence of input messages into a sequence of characters. The result is achieved due to the fact that the device is configured to divide the input message into a plurality of submessages, encoding each of the submessages into a codeword, while the set of submessages is encoded based on codewords obtained by encoding submessages not included in the set, and a predefined sequence function characters, and convert the encoded submessages to the corresponding characters.
EFFECT: reduction of losses when encoding the input message into a sequence of characters.
