SUBSTANCE: invention relates to video or image encoding based on the conversion of the luminance signal with scaling of the chrominance signal. The increased image/video coding efficiency is achieved by forming a first adaptive parameter set (APS), including APS parameters for shape change codewords and first APS type information indicating the type of APS parameters, wherein the APS type information indicates that the type of APS parameters carried in the first APS is the parameters of the shape changing module, and the APS identification information associated with the shape changing module is an identifier of the first APS, where the shape changing codewords are extracted based on the APS parameters carried in the first APS. The second APS includes second APS type information indicating a type of APS parameters carried in the second APS, wherein based on the second APS type information indicating that the type of APS parameters is ALF parameters, and ALF-related APS identification information representing an identifier of the second APS, filter coefficients are extracted based on the APS parameters carried in the second APS.
EFFECT: increasing the image/video coding efficiency.
