SUBSTANCE: invention relates to video decoding means. Video bit stream is received, comprising several layers having sublayers, and a video parameter set (VPS) containing a first flag having a first value. First flag specifies that the uppermost sublayer representation temporary identifier (ID) for the layer information, the uppermost sublayer representation temporary identifier (ID) for decoded image buffer (DPB) parameters and the uppermost sublayer representation temporary identifier (ID) for the hypothetical decoder (HRD) update parameters are not present in the VPS set. They are considered to be equal to the maximum number of sublayers which can be present in one layer from the set of several layers specified by the VPS set. Level information, HRD decoder parameters and DPB buffer parameters corresponding to the temporary identifier ID of the uppermost sublayer are obtained from the VPS set. Image is decoded from one of said several layers to obtain a decoded image.
EFFECT: high efficiency of video decoding.
