SUBSTANCE: invention relates to the construction industry and can be used in the manufacture of construction products for hydraulic hardening. Method of producing non-fired mineral binder of hydraulic hardening involves grinding, mixing and mixing with water a mixture of technogenic heat-treated silicon-aluminium-containing waste in form of burnt rock of heaps of Cheremkhovsky coal deposit and a lime-containing component, the weight of which per unit weight of the dry burnt rock is calculated by the equation MLime=(1±0.05)×12.4:CCa(OH)2 act., where CCa(OH)2 act. is content of active Ca(OH)2 in lime-containing component, wt. %; and (1±0.05) is a confidence interval in which the results of experiments fit with reliability of 95 %.

EFFECT: invention increases mechanical strength of articles made from binder, reduces specific consumption of burnt rock and lime-containing components, reduces time and energy consumption for drying the entire amount of burnt rock.
