SUBSTANCE: invention relates to video compression, particularly to block-based adaptive resolution control. Disclosed is a decoder which implements a method which includes steps of: receiving a reference frame, determining, for the current block, a scaling constant; scaling the reference frame unit in accordance with the scaling constant, wherein the reference frame unit corresponds to the current unit; and restoring pixel data of current block and using scaled block of reference frame.

EFFECT: high efficiency of video compression.
