FIELD: tobacco industry. SUBSTANCE: machine has base, tobacco charging and compaction devices, tip with shear plate, rotary cutter head and blade extending mechanism positioned within cutter head, movable platform with sharpening member, cut tobacco conveyor, drive. Frame mounted on base is formed as lever with horizontal rocking axis. Rotary cutter head and lower plank of tip with shear plate are mounted in upper part of frame, whose lower part is kinematically connected with drive mounted on base. Intermediate driving device positioned at geometrical oscillation axis of frame is adapted to connect drives of rotary cutter head and tobacco compacting device. Required gap between cutting edges of cutter head blades and shear plate may be set. EFFECT: reduced rigidity and weight of construction, decreased number of drives, mechanized angular displacement of cutter head from operating to neutral position. 4 cl, 2 dwg
