SUBSTANCE: apparatus has first dusting device positioned behind first coat applying device, cooling conveyor belt, second coat applying device positioned above cooling conveyor belt. Substrate is put on conveyor. Dusting devices are provided with falling dust suction system. Third coat applying device is positioned behind second dusting device and provided with cooling roll. Third coat applying device is adapted to double substrates with roll material and manufacture webs free of substrates. Devices for applying coat to upper and lower sides of substrate have heatable and replaceable scraper. Coating devices have charging hopper for coating mass. Hopper rear and side walls are movable to provide for regulation of discharge gap. Bitumen is applied to cooling belt 32 in the form of adjustable width bitumen influx discharged in front of cooling roll 75. Cooling belt 32 is slightly soaked with substance to provide for easy separation. EFFECT: increased efficiency, wider operational capabilities, improved quality of products. 28 cl, 15 dwg
