SUBSTANCE: packetized data stream that incorporates data byte packet including video information encoded according to standard developed by group of experts on moving images arrives at input of transmitting processor unit. The latter yields stream of data characters in the form of sequence of data fields incorporating groups of data segments together with field synchronizing segment coupled with them. Transmitting processor enters service information, such as that about encoding direct error correction, in each data segment and also introduces longer field-synchronization service segment between groups of data-field segments. Clock pulse frequency of bytes at transmitting processor input (twice as low frequency of clock pulses of characters SC/2) is integer-valued subharmonic of clock pulse frequency of characters at output (SC). Input data stream has constant and uniform spaces between data packets and is characterized by constant uniform data repetition rate. Same procedure takes place in receiver but in reverse sequence.
