One wheel of each pair is rigidly coupled with drive shaft, and second wheel is coupled with above-indicated first wheel by means of overrunning clutch to provide rotation of second wheel when first wheel is locked. Wheels have independent brake mechanisms made for realization of large brake force on above-indicated first wheel.
