One of end face walls of sealed cylindrical chamber with rubber walls is fitted with tube pipe union located on axis of chamber and inside chamber changing over to circular disc joined to end face wall of chamber via rubber interlayer. Cylindrical jacket is connected to end face walls made from individual strips radially directed and partially overlapping one another which ends are bent along axis of chamber. Cord threads in this case are directed along strips. Rubber coating layer covers power frame.
