FIELD: construction engineering. SUBSTANCE: component can be used in guarding of buildings and structures of various purposes. Structural and heat-insulating component has rigid cellular skeleton. At least part of cells in skeleton is filled with heat-insulating material. Rigid cellular skeleton is made in the form of non-organized branching woven structure created primarily by curvilinear walls or membranes and of open cells which at least partly are connected with each other. Walls or membranes of open cells are of variable thickness which is increased in zone located between cells. Filling material creates non-organized branching and woven monostructure which spatially adds to volume of component in skeleton. Heat-insulating component is made with ensuring reduction of infiltration of air and/or vapor-air mixture at least in direction of moving heat flows or vector of heat-mass-exchange motion of vapor-air flows in process of operational heat-mass-exchange in guarding up to level not exceeding 85-90% of corresponding characteristic of filling material. Porosity of filling material exceeds porosity of skeleton material by 1.01-4.97 times. Application of aforesaid structural and heat-insulating component improves heat-protection properties, reduction of infiltration and vapor permeability, improves humidity characteristic inside buildings and structures at less cost due to reduced labour-intensity in manufacture of skeleton and entire component. EFFECT: higher efficiency. 5 cl, 2 dwg
