The main protective electrode and the auxiliary protective electrodes are positioned on the body near the end of its working part. The main and auxiliary mounting frameworks are positioned in succession and mechanically coupled to one another. The pulse voltage source, control unit electric elements and the power supply are positioned in the first, second and third auxiliary mounting frameworks respectively. The protective electrodes are made in the form of at least two-layer strips, whose upper layer is made of dielectric material, and the underlying one is made of conducting material, the upper layer has through holes. The adjacent protective electrodes are connected to the opposite leads of the high-voltage transformer. The minimum distance between the nearest protective electrodes and between any protective and any working electrode exceeds the distance between two working electrodes nearest to each other.
