FIELD: analysis of materials with use of electrical means. SUBSTANCE: invention can be employed in diagnostics of pathologies of living organisms, of condition of natural objects ( ponds ), in monitoring of environment. Facility includes dish coming in the form of capacitor made of conductive material non-interacting with liquid, generator of periodic electric signals which output is connected to first plate of dish displaying zero potential and to variable active resistor connected in series with dish. One input of unit measuring amplitude and phase difference of signal oscillations picked off output of generator and plates of dish and unit recording and processing measurement data connected with first input to output of unit measuring amplitude and phase difference are connected in parallel to resistor. Facility is supplemented with unit heating dish with liquid mounted for thermal contact with dish and for provision of same temperature through entire thickness of tested liquid between plates of dish, programmable power supply source of heating unit which can set required changes of heating temperature, unit measuring temperature of dish with temperature-sensitive element connected to second input of unit recording and processing measurement data, unit measuring amplitude and phase difference of signal oscillations.
