FIELD: chemical industry. SUBSTANCE: method involves producing phosgene from diphosgene and/or triphosgene by reaction on catalyst at temperature of 80-150 C, with poly-(2-vinylpyridine), phenanthridine, phthalocyanine, metal phthalocyanines, tertiary amines etc being used as catalyst and molar percentage of catalyst concentration being 0.01-10. Apparatus has storage vessel 1 for diphosgene and/or triphosgene, reaction chamber 5 provided with phosgene outlet 7 and connected to storage vessel 1. Reaction chamber contains catalyst 3 and is equipped with heating member 9 and flow returning device made in the form of refrigerator 11 with heat-exchanger 13 or inclined coated metal reflectors. Storage vessel 1 may be made in the form of vertical pipe for introducing phosgene pellets. Method and apparatus allow substantially complete reaction to be carried out for producing different organic and inorganic substances.
