FIELD: metallurgy, possibly manufacture of strips of low carbon steel. SUBSTANCE: double-roll apparatus for continuous casting is designed for making strip of low carbon steel with thickness 1 - 8 mm. Steel contains (mass%): carbon, 0.02 - 0.1; manganese, 0.1 - 0.6; silicon, 0.02 - 0.35; aluminum, 0.01 - 0.05; sulfur, less than 0.015; phosphorus, less than 0.02; chrome, 0.05 - 0.35; nickel, 0.003 - 0.012; possibly titanium, less than 0.03; vanadium, less than 0.10; niobium, less than 0.35; ferrum, the balance. Method comprises steps of cooling strip in zone arranged between rolls of apparatus for continuous casting and reducing rolls; subjecting cast strip to hot deformation between reducing rolls at temperature 1000 - 1300 C and at reduction degree along thickness less than 15% for closing shrinkage porosity; performing strip cooling at rate 5 - 80 C/sec until temperature 500 -850 C.
