SUBSTANCE: device contains tool with striker and wave guide and deformation tool, made in form of wedged roller. Striker and wave guide are made in form of rods of similar diameter. Deformation tool is mounted based on condition of application of static and periodic impulse load to it normally to surface of rotating template being processed. Peripheral surface of wedged roller is formed by curvilinear generatrix, which has longest or shortest length. Wave guide is made with a fork, on axis of which with possible free rotation aforementioned wedged roller is mounted. The tool itself is mounted based on condition of provision of its longitudinal feeding in one turn of head for value, not exceeding half of shortest length of generatrix of wedged roller.
