FIELD: information technologies.
SUBSTANCE: device is arranged as portable and manual. It comprises body with the following components arranged in or on it - source of power supply, detachable device of power supply source to AC and DC grid for charging, lighter, lighter switch-on button, digital photocamera, minicomputer with program of vehicle license plate recognition by photos of photocamera, device for storage of information connected to minicomputer. Besides device comprises telecommunication device for communication to centralised data base for transmission of recognised license plates of vehicle into it and extraction of information about vehicle and its owner from it. Device is also equipped with monitor that operates in mode of photocamera viewfinder and/or in mode of minicomputer monitor for display of information on vehicle and its owner. Cone of lighter light is harmonised with direction towards object photographed by photocamera.
EFFECT: device makes it possible to efficiently control road traffic and combines signal functions with automatic registration of vehicle license plate of violator, automatic transfer of obtained data into centralised data base and extraction of information from it on stopped vehicle and its owner.
