SUBSTANCE: technical result is achieved by deriving one or more estimates of position, speed or direction of movement of user equipment using signals received from base stations and/or from GPS satellites. A decision for handover of user equipment from the servicing cell of the target cell is made if one or more estimates indicate that (1) the user equipment lies closer to the target cell than to the servicing cell; or (2) the user equipment moves towards the target cell and away from the servicing cell.
EFFECT: increased positioning accuracy and provision for greater flexibility with respect to possible transmission media.
