SUBSTANCE: method involves handover of a mobile station from a closed subscriber group (CSG) cell #1 controlled by a radio base station HeNB#1 to a CSG cell #2 controlled by a radio base station HeNB#2. After a connection destination cell has been switched from the CSG cell #1 to the CSG cell #2, the radio base station HeNB#2 uses "Path Switch Request" to notify a mobile switching centre MME of CSG ID=#20 to which the CSG cell #2 belongs and an access mode in which the CSG cell #2 is operating. The mobile switching centre MME performs access control for the mobile station to the CSG cell #2 based on the CSG ID=#20 and the access mode in which the CSG cell #2 is operating as notified.
EFFECT: enabling handover regardless of whether the period during which a mobile station can access a CSG cell has expired.
