Proposed device comprises storage battery 6 to feed electric power to motor that drives the vehicle and can be charged by current fed from outside and heater 7 generating heat by said current. Besides, proposed device comprises heat receiver 2 to receive heat of storage battery 6 and current distribution control unit 4 to up heater supply current (Ihe) as temperature of storage battery 6 decreases. It can use the power from external power supply for charging and warm-up.
