FIELD: physics.
SUBSTANCE: method includes steps of forming a film for obtaining a surface layer on a conducting substrate and forming a surface layer by drying said film. The film is formed by depositing a solution on the substrate, the solution containing a polymer α, a polymer β, a solvent γ and a compound δ, given in the description, to obtain a surface coating layer.
EFFECT: improved environmental friendliness and easier production owing to the exclusion of halogen-containing solvents from the process while reducing the coefficient of friction between an electrophotographic light-sensitive element and a blade.
