FIELD: electricity.

SUBSTANCE: multilevel power converter (1) has polarity definition unit (8), which defines voltage polarity (VNPC) of neutral point carry-over calculated by control unit (4) in order to suppress potential fluctuation of the neutral point, and then on the basis of the above voltage polarity (VNPC) of neutral point carry-over the unlatching pulse control unit selects voltage polarity (VMPC) of unlatching pulse carry-over.

EFFECT: in result voltage polarity of neutral point carry-over and voltage polarity of unlatching pulse carry-over are different, and that is why these two offset voltages cannot interfere with each other.
