SUBSTANCE: invention relates to encoding/decoding video. Offset adjustment method comprises steps of: extracting offset mergence information of a current largest coding unit (LCU) from among LCU of a video from a bitstream, offset mergence information indicating whether to adopt a second offset parameter of an adjacent LCU of current LCU to determine first offset parameter of current LCU, wherein adjacent LCU is left or upper LCU of current LCU; if offset mergence information indicates that second offset parameter is adopted, determining first offset parameter of current LCU identical to second offset parameter; if mergence information indicates that second offset parameter is not adopted, extracting first offset parameter of current LCU from bitstream and determining first offset parameter; adjusting pixel values of reconstructed pixels in current LCU using first offset parameter.

EFFECT: minimisation of error of reconstructed image by adjusting offset.
