SUBSTANCE: invention relates to video decoding. Device for decoding video includes: an offset parameter extraction means configured to extract the merging information of the offsets of the current largest coding unit (LCU) from the video from the bitstream LCU number, wherein the offset merging information indicates whether to refer to the second offset parameter of the neighboring LCU of the current LCU to determine the current LCU first offset parameter; offset determination means configured to determine a current LCU first offset parameter as identical to a second left or top LCU offset parameter of the current LCU, if the offset merging information indicates that the second offset parameter of the left or upper LCU is accessed; and an offset adjustment means configured to adjust the pixel values of the recovered pixels in the current LCU using the first offset parameter.

EFFECT: ensuring minimization of error when restoring the image by adjusting of the offset.
