Images decoding device for conversion coefficients decoding includes: conversion unit splitting means for conversion unit splitting into plurality of subunits; conversion coefficients decoding means for conversion coefficient decoding in each plurality of subunits with reference to flag, indicating nonzero coefficient presence or absence, wherein flag is assigned to each plurality of subunits; conversion coefficients decoding facility addresses flag, which indicates non-zero conversion coefficient presence or absence in subunit, and skips decoding process for subunit in case, when flag indicates absence of non-zero conversion coefficient in subunit; in case, when the flag indicates presence of non-zero coefficient, conversion coefficients decoding facility decodes non-zero coefficient in subunit by means of two types of methods.
