SUBSTANCE: invention relates to encoding/decoding images. Images decoding device for decoding of the conversion coefficients from the encoded data obtained by encoding of the conversion coefficients, obtained by the target image pixel values frequency conversion for each conversion unit consisting of a plurality of subunits, each of the plurality of subunits is a rectangular unit, wherein the images decoding apparatus contains: a conversion coefficients decoding means for scanning a plurality of the conversion unit subunits in the order from one of the subunits plurality, which includes a highest frequency component, to another from the subunits plurality, which includes a lowest frequency component, and the conversion coefficient decoding in each of the sub-units plurality, with reference to a flag indicating nonzero coefficient presence or absence, wherein the flag is assigned to each of the subunits plurality.

EFFECT: technical result is enabling the reduction in the amount of computations during the images encoding / decoding.
