SUBSTANCE: video signal comprising base layer (BL), enhancement layer (EL) and indication of scalability type, which correlates BL with EL, is received; inter-layer process for the image layer for BL image processing to inter-layer reference (ILR) image is determined on the basis of scalability; certain inter-layer process is performed for the image layer in relation to the BL image for ILR image formation; and in response to determining that the ILR image is included into a set of reference images associated with the current ELimage, the current EL image is predicted using the ILR image.

EFFECT: expansion of hardware arsenal for video encoding.
