SUBSTANCE: device for decoding prediction video includes an input means that inputs a bitstream including compressed image data for a plurality of images constituting the video sequence. Each image has a network layer type of an abstraction layer that identifies the said image as one of a variety of types of images, including a random access image, an RAS image master and a non-RAS leading image; a recovery means that decodes the compressed image data for image recovery based on image types; and an output means that outputs the recovered images. The random access image is the first picture in the bitstream in the decoding order, when the decoding process that starts in any random access image in the bitstream, is started from the random access image.
