SUBSTANCE: video predecessor video decoding device comprises an input means which inputs a bitstream including compressed image data for a plurality of images constituting the video sequence, each image having a network layer type of an abstraction which identifies said image as one of a plurality of types of images, including a random access image, a master image with missed random access (RAS) and a leading non-RAS image; a recovery means which decodes compressed image data for image recovery based on image types; and output means, which outputs restored images, wherein the set of reference images of the second random access image does not include any image preceding the first random access image in decoding order, when the second random access image is decoded after the first random access image.

EFFECT: technical result consists in improvement of characteristics of prediction.
