SUBSTANCE: method for video decoding with prediction, which is carried out by a video decoding video decoding device, comprises: an input step, on which a bit stream is input, which includes compressed image data for a plurality of images constituting the video sequence, wherein each image has a network layer type of an abstraction, which identifies said image as one of a plurality of types of images, including a random access image, a master image with missed random access (RAS) and a leading non-RAS image; a reconstruction step of decoding compressed image data for recovering images based on image types and determining whether said image is correctly decoded at the beginning of decoding said image; and an output step of outputting the recovered images, wherein the random access image is a first bitstream image in a decoding order, when decoding process, which starts in any random access image in bitstream, is started from said random access image.

EFFECT: technical result consists in improvement of characteristics of prediction.
