SUBSTANCE: invention relates to the computer equipment. Video predictive encoding device includes the input means that inputs the bitstream, which includes the compressed image data for a plurality of images constituting the video sequence, where each image has the unit type of an abstraction network layer, which identifies the mentioned image as one of a plurality of types of images, including the random access skipped (RAS) leading image and the non-RAS leading image; the recovery means that decodes the compressed image data for image recovery based on image types; and the output means that outputs the recovered images, where the random access image is the first image in the bitstream in the decoding order when the decoding process, which begins in any random access image in the bit stream, is started from the mentioned random access image, and the RAS leading image is not output, when the associated random access image is the first image in the bitstream in the decoding order.

EFFECT: technical result consists in improvement of characteristics of prediction.
