SUBSTANCE: method for video decoding with prediction, which is carried out by a video decoding with prediction device, comprises an input step, on which a bit stream is input, which includes compressed image data for a plurality of images constituting the video sequence, wherein each image has a network abstraction layer block type, which identifies the image as one of a plurality of types of images, including a random access image, a master image with missed random access (RAS) and a master non-RAS image; a reconstruction step of decoding the compressed image data for image recovery based on the image types; and output step, on which recovered images are output, wherein at the reconstruction step, if the decoding process starts from the random access image, the master non-RAS image is decoded, and decoding master RAS image is skipped.
