SUBSTANCE: invention relates to the computer equipment. Method for video decoding with prediction, which is carried out by a video decoding device of video decoding, comprises an input step, at which a bit stream is input, which includes compressed image data for a plurality of images constituting the video sequence, wherein each image has a network layer type of an abstraction, which identifies the image as one of a plurality of types of images, including a random access image, a master image with missed random access (RAS) and a leading non-RAS image; a reconstruction step of decoding the compressed image data for image recovery based on the image types; and an output step of outputting the recovered images, wherein the set of reference images of the second random access image does not include any image preceding the first random access image in decoding order, when the second random access image is decoded after the first random access image.

EFFECT: technical result consists in improvement of characteristics of prediction.
