FIELD: data processing.

SUBSTANCE: invention relates to means for encoding and decoding dynamic images. Entering a bit stream which includes compressed image data for a plurality of images constituting the video sequence, each image having a network layer type of an abstraction, which identifies said image as one of a plurality of types of images, including a random access image, a master image with missed random access (RAS) and a leading non-RAS image. Data of compressed images are decoded for image recovery based on image types. Recovered images are output. At that, random access image is the first image in bitstream in decoding order, when decoding process, which starts in any random access image in bitstream, is started from said random access image; RAS master image is an image that precedes the associated random access image in the output order.

EFFECT: technical result is higher efficiency of encoding dynamic images.
