SUBSTANCE: invention relates to video signal decoding devices. Obtaining the current block from the video signal difference coefficients, determining the passed back quantization difference coefficients, determining the current block difference patterns, selecting a reference image for the current block using the current block reference index, determining reference block in the reference picture using the motion vector of the current block, generating the reference patterns in the reference block, wherein the reference patterns generation includes determining the first and second sub-patterns, obtaining prediction patterns of the current block and reconstructing the current block by using difference patterns and prediction patterns, wherein the interpolation filter coefficients for vertical interpolation, determined for each of the two patterns in the quarter-pixel position and the pattern in the half-pixel position, are different from each other, and the first shift value is determined based on the brightness component bit depth, and the second shift value is a fixed value.

EFFECT: technical result consists in improvement of video signal decoding efficiency.
