SUBSTANCE: method for identifying drivers and passengers of vehicles, including registration when crossing the control zone of at least one mobile device located in the vehicle by means of devices for capturing and locking the IMSI/IMEI codes of each mobile device, as well as the time of this registration, photographing the front of the vehicle and/or the state registration plate of the vehicle (SRP), and/or faces of the driver and passenger in the visible and/or infrared rays identification of the data in the databases of electronic computing devices, correlation among themselves of the IMEI codes, IMSI, SRP, while the registration of the mobile device, the photographing, the recognition of the SRP and the correlation of these data with each other are repeated at subsequent crossings of the control zone by means of such vehicles until the identification of the vehicle and the driver is unambiguous and/or for its control.

EFFECT: expanding the range of recorded parameters, reducing the complexity of the method, as well as expanding the arsenal of technical means for identifying drivers and passengers.
