SUBSTANCE: invention relates to wireless communication. To achieve the technical result, the device on the base station side for use in wireless communication comprises: an installation unit configured to set different priority levels for using the uplink transmission resources on the unlicensed frequency band with respect to the plurality of user devices; and a generating unit configured to generate an uplink scheduling enable message to use the same uplink transmission resource in an unlicensed frequency band with respect to each user device, wherein each uplink scheduling permission message comprises user level information corresponding to the user device.
EFFECT: high efficiency of using communication systems with different operators or different communication protocols of uplink transmission resources when using the same unlicensed frequency band.
