FIELD: construction.
SUBSTANCE: invention relates to hydraulic engineering, namely to devices for protection of populated areas from flooding. In the spring period water from funnel 7 flows by gravity through water conduit 2 into underground reservoir 1. Turbo-unit 3 operates in turbine mode and generates electric power which is accumulated in accumulator 4. Displaceable air from underground reservoir 1 through air duct 5 comes out. At that, air rotates wind-power unit 6, which generates electric power, which is accumulated in accumulator 4 and can be used for power supply of anti-flood measures. At the end of the flood period the reversible turbine unit 3 is operated in the pump mode, incl. using the electric energy of accumulator 4, and the water accumulated in underground reservoir 1 is supplied to the ground surface for its further supply for the needs of water supply, irrigation, heating of buildings during the winter period and / or fire-prevention measures.
EFFECT: accumulation of a large volume of flood waters in an underground artificially formed reservoir makes it possible to significantly reduce damage from flood, and in the post-flood period there is a useful use of accumulated flood waters.
