FIELD: measuring equipment.

SUBSTANCE: invention can be used for measuring complex dielectric permittivity of a substance. Essence of the invention is that a radiometric method of measuring complex dielectric permeability of an ε substance by measuring reflection coefficients Rp at given polarizations of radiation p at two or more angles of incidence on the surface of the substance and calculating ε by Fresnel equations, wherein measurements are taken in anechoic chamber at temperature T0 equal to temperature of measured substance TS, radiometer signal U0 is measured when orientation of its axis of beam pattern on walls of anechoic chamber, radiometer measured signal Uper in the orientation of its axis of the radiation pattern directly on the orientation axis of the chart emitter (having a brightness temperature greater than T0), measured signal Uref radiometer, after reflection from the surface of the radiation emitter substance at a predetermined angle of incidence θ and at the same distance from an imaginary radiometer to the emitter of the image as in the measurement of Uper and reflection coefficient Rp(θ) is calculated without absolute calibration of radiometer according to said formula, in open space by measuring reflection coefficients from surface of substance and using Fresnel equations.

EFFECT: increased accuracy of measurements is provided.
