Disclosed is a control device comprising: a processor and memory for storing a program, where processor is configured to perform: decision process on manipulated variable of internal combustion engine from input control value in accordance with specified conversion rule, process of calculating selective value of controlled variable, process of calculating the reference expected value of the controlled variable from the input control value, the hypothesis testing process for the null hypothesis that the average value for a given number of recent sample values from the sampled values of the controlled variable is equal to the standard expected value, and a transformation rule modification process by means of adaptive control when the null hypothesis is rejected.

EFFECT: prevention of excessive control in relation to change in controlled variable due to stochastic dispersion and provision of quick response to change in controlled variable due to factor different from stochastic factor.
