SUBSTANCE: invention relates to communication. To this end, processing of the scheduling request includes steps of: determining, by the end device, the presence of a conventional BSR associated with the first logical channel initiated and not canceled; and when the normal BSR associated with the first logical channel is initiated and not canceled, and the terminal device does not have an uplink resource available for transmitting data of the first logical channel, wherein the first timer of the terminal device is not started, the SR initiates the terminal device, wherein the first timer is configured to delay transmission of the SR.

EFFECT: technical result consists in satisfying QoS requirement of data transmitted via logical channel due to: possibility of timely allocation by a network device of a logic channel of an uplink resource corresponding to a logical channel; and possibility of meeting delay requirement of data transmitted via logical channel.
