SUBSTANCE: invention relates to the field of shipbuilding and renewable energy, in particular to offshore wind power plants. The power plant contains a sailing catamaran with two masts, to the hulls of which a hydrogenerator is attached from below. The hydrogenerator is made in the form of a screw and an electric generator, which is connected to the buoy by means of an electric cable equipped with a float system. The buoy is fixed with a cable and a load on the seabed in the place where an electric cable goes from the bottom to the buoy from an electricity consumer, which, through a rotary contact device installed on the buoy and an electric cable coming from the catamaran, is connected to an electric generator. The catamaran is made in the form of a symmetrical structure relative to its bow and stern and is connected by means of a retaining cable with a rotary device fixed to the load and made in the form of a metal rod with a central hole and a restraining ring at its upper end, to which the cable from the buoy is attached, and worn on the pivot ring rod, to which the retaining cable coming from the catamaran is attached. The rod of the rotary device is fixed in the vertical hole of the load, and the electric cable from the electricity consumer goes to the buoy from below through the central hole in the rod.

EFFECT: simplification of automatic control of catamaran movement and increased reliability of operation of a floating power plant.
