SUBSTANCE: invention relates to a method and a device for terminal communication for wireless communication. The terminal device consists of a processing unit configured to determine the first transmission format for transmitting data to be transmitted. The terminal device also includes a transmit-receive unit configured to transmit data to a network device via an uplink according to the first transmission format so as to enable the terminal device to determine the transmission format in a non-dispatching manner and to carry out a transmission that does not use permission, the processing unit is also configured to determine at least one transport block size (TBS) according to a predetermined set of TBS sizes and an amount of data to be transmitted. At least one TBS size contains a TBS size that is larger than the amount of data to be transmitted in the set of TBS sizes. The processing unit is also designed to determine the minimum TBS size in the set containing at least one TBS size as the first TBS contained in the first transmission format.
