SUBSTANCE: method comprises the stages of: determining the level of activity of the receiver for the UE based on the SCell measurement cycle; receiving an activation request identifying SCell from the network node via PCell; after the activation request is received, selecting one of multiple activation procedures for SCell based on the level of activity of the receiver; and activating SCell based on the selected activation procedure.

EFFECT: provided selection of the optimal SCell activation procedure depending on the SCell measurement cycle, providing a possibility to use SCell only when necessary and not to allow for overconsumption of electric power by the user equipment, as if SCell was constantly activated.
