FIELD: computer technology.
SUBSTANCE: decoder for decoding video from data stream contains a desimbolizer for debinarization of binarizations of horizontal and vertical components of motion vector differences, while the video is encoded with a prediction by a motion-compensated prediction using motion vectors, wherein each of binarizations of horizontal and vertical components includes a prefix bin string having fixed-length binary codes based on a cutoff value, and a suffix bin string having an exponential Golomb code, wherein the first fixed-length binary code of the prefix bin string indicates, whether the absolute value of the motion vector difference is greater than zero, and the second fixed-length binary code of the prefix bin string indicates, whether the absolute value of the motion vector difference is greater than one, and wherein the cutoff value is two, and the exponential Golomb code has the order of one, and a video recovery tool based on debinarized values of horizontal and vertical components of motion vector differences.
EFFECT: increase in the efficiency of entropy encoding of motion vector differences.
