SUBSTANCE: invention relates to video encoding means. Video prediction is encoded by motion-compensated prediction using motion vectors. Motion vectors are predictively encoded by motion vector prediction and motion vector differences generation, wherein motion vector differences represent prediction error with respect to motion vectors. Differences of motion vectors are binarized, so that each binarization includes two binary codes of fixed length based on cutoff value equal to two, and a suffix bin string including an exponential Golomb code having a fixed order, given as one. Each binary code of a fixed length of the prefix bin string indicates whether the absolute value of the difference of the motion vectors is greater than the corresponding fixed value. Binarized values of motion vector differences are encoded into a data stream.
EFFECT: high efficiency of video encoding.
