SUBSTANCE: described result is achieved by the fact that the method comprises stages wherein an instruction is taken to form messages by measurements for an adjacent cell, based on at least the radio access technology (RAT) of the adjacent cell and the frequency range of the adjacent cell, the value of the timer for forming messages by measurements is determined to form messages by measurements, and the radio signal of the adjacent cell is measured during the time indicated by the determined value of the timer for forming messages by measurements.
EFFECT: possibility of forming messages with a cell global identity (CGI) by measurements is provided.
