SUBSTANCE: invention relates to the field of wireless communication. The method contains: detection of an event initiated by a non-access stratum (NAS), and an event initiated by an access stratum (AS), which are initiated simultaneously; and performing an access restriction check for at least one of the events initiated by the NAS layer and for an event initiated by the AS layer, and performing an access restriction check for at least one of the events initiated by the NAS layer and for an event initiated by the AS layer includes at least one of the following: performing an access restriction check only for paging the radio access network (RAN); and performing an access restriction check only for an event initiated by the NAS layer, while performing an access restriction check only for RAN paging includes allowing the execution of the resumption procedure initiated by RAN paging.
EFFECT: increase in the efficiency of access restriction.
