SUBSTANCE: invention relates to a device for removing chips for a cutting insert. Cutting insert has an angle of the cutting part formed at the intersection of the inclined surface, the front surface of the cutting part and the discharge surface. Cutting edge is formed at intersection of inclined surface and discharge surface with chamfer, which is located on inclined surface and passes along cutting edge at negative angle relative to it. Chip removal device is located on an inclined surface and includes an elongated projection and a plurality of spaced apart elongated bulges, said chamfers extend from ledge to cutting edge so that chamfer has multiple spaced apart chamfer convex parts. Non-rotating cutting tool comprises an insert holder having a seat for insertion, and a cutting insert retained with possibility of unclamping in the seat.
EFFECT: efficient chip removal at grooving and turning.
