SUBSTANCE: invention relates to means for entropy encoding and decoding of a video signal. Residual samples are generated for the video signal. The coding block is divided into a plurality of transformation blocks. Based on the fact that the coding block is divided into a plurality of transformation blocks, a limited area in the coding block is determined based on the width and height of the transformation block. In this case, the last non-zero transform coefficient is located in a limited area within the transform block. The first information and the second information about the position of the last non-zero transformation coefficient within the limited area are generated. The transform block is encoded based on the position of the last non-zero transform coefficient. Wherein, the first position information of the last non-zero transform coefficient includes horizontal position prefix information and vertical position prefix information of the last non-zero transform coefficient.
